A Bay route is not the legal identity behind a paid tandem offer

Start with the responsible subject, not the view

A Lovcen launch, the Bay of Kotor, a route name, photographs or a pilot profile can describe where and how a tandem might be presented. None of them identifies the legal subject behind a paid public offer.

That distinction matters on a scenic route: strong place recognition can make the operator question feel answered when it is not.

What was checked

The source was the supplied Pregled registra.xlsx extract from Montenegro’s Central Tourism Register. It contains 86 active records in the broad form for tourism services involving sports-recreational and adventure activities and rafting. Twelve of those records are assigned to Kotor.

Across the workbook, the visible fields contain no exact match for paraglajd, paragliding, paraglider or tandem. The workbook reviewed here has SHA-256 879dd19c68c04872a9604dea1c59ebbbb2712c3e213c6c47c08907e5c52c13ce.

The official CTR description explains the role of the public tourism register. The official tourism-law FAQ places tandem paragliding within sports-recreational and adventure tourism services.

What the Kotor result can support

The extract does not visibly identify paragliding or tandem activity in its 12 Kotor rows. The practical verification chain is:

1. identify the exact legal name or registry identifier behind the offer;
2. match it to the public CTR record and inspect the underlying activity scope;
3. verify the pilot documents separately;
4. verify the documentary basis for the proposed launch and landing places.

The route description may help a visitor understand Kotor. It cannot replace any of those four checks.

What the result cannot support

It does not prove that every paid tandem in Kotor is unlawful. The export leaves Kategorija and Vrsta objekta blank and includes generic or blank names, so an underlying record may expose detail that is absent from the spreadsheet.

It also cannot prove that no lawful launch or landing document exists. The current packet simply contains no such site document; the honest status is not evidenced, not regulator-confirmed nonexistence.

VASP stays separate

VASP concerns a take-off and landing outside an aerodrome in the facts of a particular operation. It does not establish the tourism registration or legal identity of the provider behind a commercial tandem offer.
